Send a targeted message to matching workers right now — no confirmation step (a developer wrote the exact request; see the API description). If the filter matches nobody, this is still a 200 with sent_to: 0 — not an error.

Note: this REST endpoint filters with filter.role; the equivalent MCP tool uses role_title.
